Cowes - Marina Procurement Advice

Marina Projects continues to support the South East England Development Agency (SEEDA) on the Cowes Outer Harbour Project, refer to the Case Study for further details. (View the case study). The most recent focus of activity relates to SEEDA's initiative to secure a developer / operator partner for the scheme. Marina Projects has produced a detailed Pre-Qualification Questionnaire (PQQ) and related information to assist bidders in evaluating the potential opportunity.  The project is classed as a public works contract under the European Union Procurement Directive and the procurement process is being run using the Negotiated Procedure.  Interested organisations have been invited to pre-qualify (cut-off date 15th January 2010) and the successful candidates will be invited forward to Stage 2 of the process.

The Cowes Outer Harbour Project seeks to make Cowes a truly protected harbour and support the regeneration of East Cowes In summary, SEEDA are seeking to identify a developer / operator partner to deliver the following:

  1. A new fixed Outer Breakwater. 
  2. The dredging of a new Eastern Channel
  3. A 400+ berth capacity marina.

The Outer Breakwater and Eastern Channel will ultimately be adopted by the Harbour Authority, Cowes Harbour Commission (CHC).  The marina will be the subject of a long lease from The Crown Estate who owns the seabed in this area.

The process is a complex one due to the inter-relationships with the key stakeholders of SEEDA / CHC / Crown Estate and Isle of Wight Council which is further complicated by a complex consenting regime.  SEEDA has sought to de-risk the project by securing the necessary consents and permissions and Marina Projects has played a pivotal role in this process.
